Andrey Gavrilov specializes in foreign trade, compliance and customs legislation, international trade issues, including export-import regulations, customs legislation, export control, local (domestic) licensing, regulatory requirements (certification, state registration, etc.), litigation (representation of legal entities in Russian state arbitrazh courts in disputes against governmental bodies).

Representative Legal Matters

Advised Juniper on various legal aspects related to the importation and distribution in Russia of the client's products.
Provided complex support to major international companies during a scheduled inspection of the clients' export and import operations conducted by the Federal Service of Technical and Export Control (FSTEC) regarding transactions with dual-use items.
Elaborated a defence strategy and provided a comprehensive legal support to a multinational clothing-retail company aimed at terminating the criminal investigation on the alleged customs evasion on the inclusion of license payments in customs value of imported goods. Represented the company's managers during the interrogations and assisted during searches and other investigative proceedings.
Advised and represented several multinational companies before customs authorities and in courts on the inclusion of royalties (license fees) and dividends into the customs value of imported products.
Assisted multinational corporations manufacturing construction, mining, forestry and military equipment on confirmation of the country of origin of goods manufactured in China from components originating from China and various other countries, including the US.

Performed a comprehensive due diligence audit of the certification works performed in Russia, essential for the importation of products in Russia and their further distribution.
Provided legal support in an ongoing criminal investigation initiated by the customs authorities on the importation of components for local manufacturing of machines, which included development and implementation of a legal defense strategy and participation in a desk customs audit and customs expert examination.
Advised an international corporation on country of origin regulations on importation and supplying of mining equipment to special economic zone (SEZ) Russia.
Represented a Russian subsidiary of the global heavy lifting and transportation company in a criminal case related to alleged violation by the company of the temporary import regime while supplying and using equipment for construction projects in Russia.
Provided legal support to a global high-technology equipment distributor originating from Japan in an administrative case on the shipment of goods containing restricted substances, as the goods were imported without an import license.
